would you gɗense see the attached copy of telegram No.42 of the 26th June from the Governor of Hong Kong in which he requests authority to engage a firm of boring experts in connection with the Tai Lam Chang Valley Water Scheme and estimates the expenses involved at £5,000. I should explain that I am informed by Mr. Woodward the P.#.D. waterworks engineer who is at present in this country that the £2,500 quoted in the telegram "for consultants fees" should be "for preliminary trial borings".
I also attach a copy of a letter from
Mr. Kenrick of the 5th July (of the London office of the Hong Kong Government) and the memorandum which he enclosed with that letter in original for perusal and return. Pages 8 and 9 of this memorandum give an account of the preliminary investigations which were carried out at Tai Lam Chung Valley in 1958 and subsequently in 1939 by the firm of Mimis, Deacon and Gourley. with the agreement of this firm it is now proposed to carry out further boring work and you will notice that in his telegram the Governor says that this investigation "should proceed with all despatch".
I write therefors to ask for your agreement to the expenditure involved. If the Governor, who is being consulted on the point, so recommends, we may apply for
R. L. JAMES,
